I AM prepared to make a strong recommendation to the India Office to withdraw the stock at the time you suggest, and am in general agreement with the views expressed in your telegram No. 5 of the 16th January and your despatch No. 2 of the 3rd January.
Please let me have your views by telegraph as to whether the Chinese Government sbould refund duty paid on stocks not actually disposed of this seems to me to be only fair.
